Well, the first mention of it was in the Northwest Ordnance of 1787, but Congress passed the law in 1793. If by "conditions," you mean what precipitated them, then I suppose that would be the afroementioned clause & the fact that under the initial law, free blacks in the North were being kidnapped & taken past the Mason-Dixon Line to become slaves.

11. He was captured at Harper's Ferry Virginia after leading a raid on the armory to gain weapons to lead a slave uprising?
John Brown

12. Name the Secretary of War who introduced camels as pack animals into the American West.
What's-his-name...Boss Hogg's namesake.....Jefferson Davis.

"Stonewall" Jackson...Thomas was his first name, I think.

The journey of 70,000 American Indians as they were forcibly relocated over 10 years from their native lands along the Eastern Seaboard to lands west of the Mississippi River, chiefly in present-day Oklahoma. Andrew Jackson was President for the majority of its occurrence.

15: Trail of Tears was the forced march of the SE native tribes west. I believe that a major component of the march was the Cherokee. President? Ohh, well, Polk?
