Okay, here we go. We have a planet. It first appeared in one of TNG's first five seasons, and it has at least been in two or more episodes/movies, if not in more than one series, even. It's in Fed space, but not a member. It also seems to be uninhabited (which would be the obvious reason for Frank's refusal to answer Andrew's question, plus it's the impression I get from talking to him about it). Hm...
