Weird. Good, but weird.

So, let's address the elephant in the room by tackling Rutherford's plot first...

Shaxs is back, and hilariously, we have no idea how. This is a great send-up of Trek characters constantly returning from the dead. Since Shaxs died saving Rutherford, Rutherford feels like he needs to know. Eventually, he gets up the nerve to ask. While we don't get to hear most of it, clearly Rutherford is shaken by the explanation at the end of the episode.

Boimler apparantly hasn't had all his permissions restored on the Cerritos, with the computer denying him everything from food to open doors. This becomes a problem with Tom Paris visiting the ship, because Boimler wants him to sign his commemorative Tom Paris plate, but he can't get to the bridge. He starts crawling through the Jeffries tubes to try to reach the bridge, but it seems the ship is bent on killing him through sheer apathy. Eventually, Boimler falls out of the bridge's ceiling, but he is so disheveled at this point that Paris mistakes him for a Kazon and starts beating him up.

Mariner and Tendi go on an adventure to go get something for T'Ana. Along the way, they learn that while they consider each other friends, they have spent so little time with each other that they don't actually know each other. We get to learn a bit about them both, and even though the object in the box they picked up was shattered (sex doll scratching post?), it was the box that T'Ana actually wanted. As the owner of a cat, T'Ana getting in the box, rolling around, and trying to hide really got me laughing.

Even though Fred Tatasciore was never removed from the opening credits, I really wasn’t expecting Shaxs to come back. I’m not sure if what we got was at all satisfying, but it sure was funny. (Reassigning the underling who dared to ask before Rutherford was a nice touch.) And considering all the possible crazy ways it could happen (including a shoutout to the Shatnerverse novels of all things), the thought that the lower deckers just shrug and go with it isn’t at all outlandish when you think about it.

The Boimler plot was “meh”, but Tom Paris mistaking him for a Kazon was pretty good.

The Mariner and Tendi story on the other hand was nicely done. It really fits the show for the writers to nearly break the fourth wall discussing how they stuck with the separate duos last season. And we got some character exposition for both of them along the way! (With Mariner again poking holes in the fourth wall about how she likes to “keep it vague”.)

The shuttle ramming the Cerritos scene was good, I was pretty sure nothing was going to happen when it hit. And the final twist with the Caitian sex idol and the box was pure gold. I just may name my next cat T’Ana.

Qualor II has Quark's AND Vic's–across from each other in true rivalry.

Why is Tom still just a lieutenant? He should be a lieutenant commander by now.

Still love how Mariner has her own specific cell in the brig.

Kayshon's still around! So what does Shaxs do now? Also, Shaxs' voice is a lot mellower now.

Paris was a Lieutenant j.g. in “Endgame”, I believe. So his two full pips would be a promotion.

As long as Harry Kim is still an ensign, all is right with the universe. (I read that Garret Wang is lobbying for a guest appearance on LD as Starfleet’s oldest ensign. I think it’s a great idea.)

All of this, yes . . . the existence of Spot disproves Louvois's verdict that Data is not property, after all . . . but I never figured out the org chart in a multi-cat household, or upon your home's colonization by an additional unrelated kitten, especially if the older cats dislike it.
