This isn't a concept model, it's just a commercial Enterprise-B kit that's been hastily bashed together, for who knows what purpose.
I'm sure the person who wrote up the eBay listing had no idea what it was, so he/she just settled for "concept model" as a good enough definition, similar to the four-nacelled Miranda and the three-nacelled Akagi models. But it's obvious (to me anyway) that this particular model was one of the kitbashes made for the DS9 season opener. IIRC, Drexler told me that everyone in the VFX department made at least one kitbashed starship for "A Time to Stand," but that they were all built very fast because they were on a deadline & had to film them right away. That's why they all look hastily-made, especially this specimen. They were probably all filmed, but only a few made it into the final shot, although this one doesn't have the weird mustard paint scheme as the others do, for whatever purpose that serves. The only ships we can identify without a doubt were Dan Curry's model and the Centaur. Since Dan obviously put more work into his model than most of the others, it's logical that it was seen up close. (the Centaur model was seen up close too, but it was moving so fast that its shoddy construction couldn't be made out, whereas the Curry was moving very slowly and was more prominent.) [/QB]
