How about Showgirls... all action and no plot.

There's also Wild Things, Barb Wire, Bound, and Mercy.

It is still the oddest movie one chooses when looking out for something with lots of action and no plot. Like, I want a tearjerker drama! Okay, I will watch Brazil.
