I tried that when it was first linked to on Digg a couple of weeks ago; it seems to be only somewhat accurate. I was shocked when I tried it with my site's address, and it came back as blocked. I tried it again, and it was reported accessible. I dunno what the answer is; I suspect there should be a larger allowance for server response time, considering the signal's effectively circling the globe TWICE.

That's a preety cool site. But it really shows just how backwerd and oppressive a country can be. It's just sicming.
