That headline is extremely misleading. Even in the text you quoted, it only says that the budget assumes future cuts, and the numbers are not real. Further down in that article:

The veterans cuts, said White House budget office spokesman Sean Kevelighan, "don't reflect any policy decisions. We'll revisit them when we do the (future) budgets."

So, this "cut" is only an assumption in order to try and balance the books, and not even a realistic assumption. I'll admit it's not good bookkeeping practice, but it's better than actually cutting veterans' health care.
