I think the answer to the "Left over from a previous war" is throwing people off. I answered sort of, but I now retract that and replace it with a 'no'. And, in reparation, I'll add a bonus question.

So it's from TNG, artificial, made by humans, destructive, and not alive. Well, it's probably a ship of some sort, unless it's the anti-time anomaly or that hole in subspace from "Forces of Nature". But we do know that it's "sort of" left over from a war, whatever that means. That probably means ship.
Question: was it built or otherwise created by starfleet?
