I need the quote of the exchange between Spock and Kirk when Khan was listening in. You know, when Spock was "exaggerating". I'm thinking about writing my philosopy assignment about lying on it.

SPOCK'S VOICE: Admiral, if we go by the book, like Lieutenant Saavik, hours could seem like days.
KIRK (beat) I read you, Captain. Let's have it.
Fractional pause.
SPOCK'S VOICE: The situation is grave, Admiral. We won't have main power for six days. Auxiliary power has temporarily failed. Restoration may be possible in two days. By the book, Admiral.
Kirk frowns.
KIRK: Meaning you can't even beam us back?
SPOCK'S VOICE: Not at present.
Kirk looks at Saavik and Bones, decides -
KIRK: Captain Spock, if you do not hear from us within one hour your orders are to restore what power you can, get the Enterprise to the nearest Star Base and alert Starfleet Command as soon as you're out of jamming range.

Well, the parts of the script that were actually used are canon, by virtue of actually having been used. Anything that was cut would not be canon, though.
And Saavik, canonically, is Vulcan. Whether she's full-Vulcan, or Vulco-Romulan, or whatever, there's no canonical evidence.

So at this bit - is Kirk still talking 'by the book'!?! So does he mean if you don't hear from us in one MINUTE!?! Although it doesn't happen like that - what if Spock got confused!?! Unlikely, I'm sure

Only if we assume that every unit of time actually means one unit smaller. But, if we assume that it's a simple swapping of "hour" and "day", he might have been saying "if you don't hear from us in one day".

Was that bit about jamming really there in the aired version? It makes a lot of sense, of course. But it would be nice to know more about this "jamming range".
When Khan jammed Regula One, he did so "at the source". Perhaps the Reliant was already practically parked on the station's driveway? (Khan would have given the Marcuses a false ETA, surely!) Apparently, the Enterprise was *not* being jammed at that time yet. But Kirk apparently failed to call for reinforcements at tha time, even though he had the chance. When did he lose the chance? Was there any other dialogue about jamming?
In RE: Jamming. Reliant was presumably approximately 3 days away from Regula when Khan took over the ship. I assume that Khan forces Chekov to broadcast the message from closer by, but the real goal is to lure Kirk. So Carol Marcus on Regula One is able to broadcast an enigmatic message to Kirk asking why he has given the order to collect Genesis so far ahead of schedule (3 months!).

KIRK What order? Who's taking Genesis?
CAROL ... Please help us, Jim... I will not let them have Genesis without proper authorization.

At this point, Kirk contacts StarFleet Command, but is told Enterprise is the only ship in the quadrant. So no, Khan would not be able to jam the Enterprise at that range. At approximately twelve hours forty-three minutes (at Warp 5) out from Regula One, the transmission is no longer being jammed, but Regula One is not broadcasting.
... UHURA Doctor Marcus, please respond! This is Enterprise call- (beat, to Spock) - it's no use; there's no response from Regula One.
SPOCK But no longer jammed?
UHURA No, sir. No nothing.
SPOCK There are two possibilities. They are unable to respond, they are unwilling to respond. ...
Not long after this, comes the first encounter with Reliant in which The Enterprise is badly damaged. One could assume that Reliant would be jamming as they attacked. Even if they weren't, there would not be any other ships close enough to lend assistance in time.
Once the crew is down on the planet, Saavik assumes that her inability to raise the Enterprise on her communicator is because of Reliant's jamming.
... SAAVIK Can you read us? It's no use, Admiral, they're still jamming our channels. ...
The real cause could as likely be the Enterprise's self-imposed blackout until such time as they had can restore auxiliary power (two hours per Spock's 'encoded' message). It is also possible that the Enterprise does receive Saavik's signal, but does not respond, thereby hearing from the away team within one hour...
And for DT, should he want it:

KIRK By the book! Regulation Forty-six-A: 'If transmissions are being monitored during battle...'
SAAVIK ...no uncoded messages on an open channel...'
SAAVIK (continuing) You lied.
SPOCK I exaggerated.
KIRK Hours instead of days, Saavik.
KIRK (continuing) Now we have minutes instead of hours - ...
