Actually the emblem is on the same horizontal plane as the other Starfleet logo. That emblem that is seen was just sitting there during production of the episode "Demons". The emblem is what will be seen on the floor in the Starfleet Command/UESPA Hall. You might want to go to StarTrek.Com to find out the details on the episode.
