It has to be a class. It's a MIRANDAized EXCELSIOR.

Erm... Well, no-one can deny that it is a kitbash. And, presumably, it belongs to one class or another. So, I guess it's both...

I don't believe the "hastily put together" blurb in the DS9TM anyway. There is no reason why it can't it be a regular class.
