They're not the same. It would seem that the "cauli-" in "cauliflower" is a stem in and of itself (it comes from Latin, from a Greek word meaning "stalk"). However, the "-coli" in "broccoli" doesn't stand alone. "Broccoli" is actually the plural of the Italian "broccolo", which comes from "brocco" (meaning "sprout"). So, the "-co-" in "broccoli" is part of the original word ("brocco"), while the "-li" is just an add-on.

Actually, "broccoli" comes from the name of the family who first developed the crop...ancestors of the late Albert "Cubby" Broccoli, the guy behind the Bond flicks.
