It would seem that the "cauli-" in "cauliflower" is a stem in and of itself (it comes from Latin, from a Greek word meaning "stalk"). However, the "-coli" in "broccoli" doesn't stand alone. "<i>Broccoli</i>" is actually the plural of the Italian "<i>broccolo</i>", which comes from "<i>brocco</i>" (meaning "sprout").
