Hmm, perhaps the true cause of the Earth-Romulan War has now been revealed: the Romulans get pissed at Earth for stealing their names?

Or Romulas and Remus are just two small planetessimals in the Terran System.
It'd explain the "simple impulse" conundrum!

Or mabye the refugees of fallen Illum built spaceships and colonized those planets...
