Of course you might say the CIA but the CIA places too much effort in SIGINT(Sattiletes) not HUMINT(People on the ground) resorces, which limits the validity of the data
ie. sattiletes say Syria are not moving troops when in reality Syria is moving troops to attack Isreal(again)but there doing so when the sat's are not in the sky theresore they won't know until the attack comes, if you had HUMINT you might of found that out.

Conclusion: The very best intelligence agency would be the one whose activities are completely unknown to the public.
Further Conclusion: This discussion is therefore moot, since we are all presumably members of the aforementioned public. Forgive me if this is a poor assumption.

I don't know what happened to the leftovers of the east-german STASI, but most believe it isn't anything nice.

I dunno. My clearance only goes so high.
I've had association with the CAD, though.

Why is this in the Flameboard? And isn't it 'Agencies'?

Anyhoo one agency I know of that's pretty much totally 'secret' is RAW. The "Research and Analysis Wing" is a set of agents that operate under the direct orders of and report on to the most senior members of the Indian government. As I understand it there is no formalised agency. Agents are just given orders, either directly from the PM or military and they carry them out. I'm not sure (obiviously) of the inner workings of the system, but they get the job done. So they say.... *L*

It doesn't matter if you don't know what you're doing as long as you look good doing it.

I heard recently there is an amalgam agency composed of top CIA and NSA personnel whose jobs it is to actively go gather SIGINT (as opposed to the two formers' tendency for passive readings) combining the operations and infiltration proficiencies of the CIA and the technical expertise of the NSA. Obviously it is quite classified and denied to exist.
