I was just wondering... I wonder if Odo could or any changeling for that matter "link" with the key from "Vortex"? It'd be interesting!

That fugitive guy was mostly lying to Odo throughout the episode. Despite his claims that his "key" had some deep connection with Odo, the path DS9 took with the changelings suggests it wouldn't exactly be easy to get a chunk of a Founder. Having said that, it has been a long time since I saw the episode, and so I don't remember what, if anything, was said about the properties of the key.

It wasn't a chunk of Founder, by any means. Bashir said that the only thing REMOTELY like it was Odo, which strongly implies that it wasn't very much like him.

*DataSpeak* Perhaps it's a simpler form of life similar to Odo, minus the intelligence. Like any domesticated animal, one could train it to become a key perhaps even an isolinear chip or a killer condom. *DataSpeak*

Yah, what's his name said that the key was from a colony of shapeshifters that he had crash landed on. That was obviously a lie. There was no colony and he admitted that he got it from some trader. But in the end, when he gave Odo the necklace, he acknowledged that it might somehow help him to find his people. Basically, this was an admission that he had no clue as to the key's origin.
The fact that these keys were apparently pretty common where what's his name came from makes the chunk o' Founder idea hard to believe (though I do think it's a cool idea... we don't have any idea how much consciousness, if any a small piece of a Founder might have).
