Engineering, security, communications, ordnance, shuttlecraft people, and so on aren't line officers, and they aren't scientists, so they get grouped together. I would have had the helm and navigation people in red if it were me, but it seems that people (in any department) who are on the command track can wear gold. Now, the part that's harder to explain is the numerous scientists wearing red (e.g. Marla McGivers) and services people wearng blue (e.g. Charlene Masters) or gold (e.g. Angela Martine).
