In Elogium, how could Kes (a civilian) erect a force-field in sickbay?

Did she have a special status or something? Or can all civvies do this?

She became the nurse when Voyager's medical staff was killed during the trip to the Delta Quad. I'm sure that she has some clearance.

Although Janeway absolutely should've been able to override it. Maybe she didn't so as not to scare the poor lass.

I would think that the Doctor could've though. Surely he would have had more clearance than Kes.
