True they could have used the Orb of Time to travel into the past if the Bajoans (and the Prophets) would have let them. Two problems though:

1. Starfleet seems to have an ethical difficulty with time travel to solve problems.

2. It's doubtful that the Prophets would have allowed Sisko to use the Orb in that way since the War seems to have been part of their plan. Although they didn't seem to mind if the Dommie fleet cam through the wormhole or not...

Anyway, most other forms of time travel are highly risky and random events. Not an advisable means of travel.

Indeed, Voyager could have pulled the same little stunt at the end of Future's End and been home in time for the Dommie War. I guess there's a stigma attached to "old fashioned" time travel.

Yeah but they also could have flooded the Defiant's ablative armor with chroniton radiation and then beamed someone off the ship at different angles, thereby transporting them to a time when they could prevent the war. I don't see someone with as questionable motives as Section 31 being beyond that, or time travel at all.

There is of course also the nice little trick of having Jake kill himeself when he's an old man... Perhaps Wesly could do this?

People don't use the slingshot effect because the Federation has spread lies and disinformation regarding timetravel. It is not possible. Anyone ever trying to do so has died. Temporal Investigations? They just exist in case anyone could time travel- which they CAN'T.
