A thought occured to me (and before Cartman or Jason can flame me, yes the first one in quite a while)
We know that there are black vulcans (see Tuvok). Since the Romulans are supposed to be a shoot off the same genetic tree, shouldn't there be black Romulans as well? Have we seen one in any story yet?
Considering that everytime we see another race they seem to have the same coloration throughout, shouldn't they be fairly amazed at the multicolored nature of humans?
Could there possibly be Red Andorians? Or Magenta Orion slave girls? I really can't recall any other species shown to have a variety of coloration.

Almost every "nose/head ridge" alien race in Trek have some color variations: bajorans and even Klingons to some extent as obvious examples. I we saw a black Romulan in The Pegasus.
Though I'd imagine there would be more black Vulcans than Romulans, what with the extra suns and desert climate and all.
Andorians and Orions may have some shading variation that's not obvious to human eyes and senses, I suppose.

Andorian Cmdr. Thelin from TAS was grey-ish instead of bright blue. And the TNG Andorians weren't particularly blue either, IIRC.
And of course there are Bele and Lokai...
Oh, and the club dancers from "Broken Bow". Although that could've been bodypaint.

I think that's the one from "The Pegasus". The first one, I believe I also vaguelly seem to think that Odo spoke to a black Tal Shiar Romulan via viewscreen in "Improbable Cause", but I wouldn't swear to that.
If you want the first example, it would be Worf. And the real world reason he's black was because TPTB thought it would be easier on make-up.
With Klingons, Vulcans et al, there's probably melanin or some equivalent in their biology, but Andorians and Orions are so vastly different that it's possibly a completely different chemical make-up, hence them all looking the same (or more similar).
