OK, Riker mentions something about Warp Coils instead of Warp Drive - confining space exploration to one sector.
That would be Sector 001. So HOW can they have Klingons?

Well, Riker may have meant the fact that we barely left the sector for the first half of the century. That actually fits w/ the stuff from ENT. Not to mention we've learned not to trust "facts" stated by Riker. :-)
I don't know what Crusher answered. Worf said phasers, though.
