Then you could have a fusion-powered or even coal-powered warpship; even if your powerplant couldn't generate enough continuous power to send out these EM excitation waves, you could rig up some sort of capacitor systems that would be charged by the coal boilers until they could release a pulse, then re-charged for the next pulse.
