I believe, decks that are numbered contain life support for biological organisms. Further, I believe, the sensor pods do not contain life support and filled with mechanical equipment

Well, since the pods seem to be modular (I assume you're talking about ships like the Nebula...), including them in the same numbering scheme as the rest of the ship probably wouldn't be a good idea. What about Akira class? The pod on the Akira doesn't look modular, but is big enough to have a few decks in it
