My answer is that our perspective is from Starfleet and, therefore, we know more about Starfleet. ------------------

Considering the UFP is a communist government ... BoPs, B'Rels (variant of BoP), Vor'Cha class attack cruiser, Negh'Var class massivemotherfucker, D7s, and the freighters seen in...damn, I thought it was 'Rules Of Engagement', but they were Cardassian - oh, you know the ones I mean, they're Cardassian freighters painted green!! ....because if they didn't make tons of ship classes, all of these websites with pictures of starships, and a few BS descriptions wouldn't exist!People would no longer be able to argue about exactly how long this ship class is compared to this other one. People would no longer be able to make up elaborate backstories based on a few lines of spoken dialogue. We wouldn't even be able to post series 5 ideas based on the exploits of insert new snazzy uber-shop here equiped with the spiffy quantum multidimensional isothermic thingiemabob in the insert random quadrant/galaxy/universe/time here with constantly coming up against the Totally invulnerable for one season, till they suddenly become as fearful as Pokemon enemy. A whole industry of websites, fan fiction, and computer games would be damaged beyond repair if they didn't continuously make up new ships! The horror, the humanity! Lets see, the last Federation starship design we've seen on screen was, what, the Nova Class? That was about two years ago. You know that almost everyone posting on this board is thinking that this is far, far too long to wait for new designs. Besides, there's not THAT many Starfleet-designs in service. Half of them will never be seen onscreen again, like all those bastard-designs based on the Galaxy-kit, and the Constellation...
