Braga was still a brilliant writer (All Good Things), and Piller still had that bean counter Berman under the leash. <p>Somehow hubris came in, but it was already after TNG, somehow rooted in the rut of the internal DS9-VOY rivalry. The politics, the infighting, something which the Ron Moore interviews revealed. Pretty much, much of the TNG's and DS9's creative backbone (Piller, Moore, Behr, Echevarria, etc,.) left.
