The only reason the conflict was called a "war" was because there was hardly any other conflict going on at the same time in the years leading up to TNG. I know this is an alternate timeline, but you could also consider "Yesterday's Enterprise" as an example of Starfleet's unpreparedness. Obviously they were in serious trouble and losing badly to the Klingons -- part of that probably had something to do with the explorer/military dichotomy. (Yeah yeah, I know they were at war for 20+ years, so we didn't get much hint of their attitudes at the start of the war.) [/QB][/QUOTE]
