At any rate, a fascinating read, Baloo. I really enjoy this sort of fandom theorizing. If I might pick a few nits, however...
I'm not sure the Klingons have anything equivilant to POW camps. At least, not for captured soldiers. The Klingons have a few taboos against that sort of thing. However, perhaps they do have some sort of "Non-combatant Detainee Camps" or some such. If you see what I'm getting at. It's really just a minor point, though.

Every year for the past 20 years I have had the "pleasure" of sitting through a Laws of Armed Conflict briefing. I just figured that Starfleet would probably have a similar requirement. Also, I think the fans probably need a reminder that, "Section 31" notwithstanding, the Federation is based on law and justice, not "might makes right".
The briefing was written with the understanding that it would be a standard briefing for Starfleet personnel. I would presume that the Klingons would not call a prisoner-of-war camp by that name, but would probably be bound by treaty (at least with the Federation) to treat captured personnel according to some agreed-upon guidelines.
It would be hard to imagine the current, "honorable" Klingons bombing a holy site just for the hell of it or, cowardly, hiding extra munitions in a hospital. It would disgrace a warrior to slay the helpless, the feeble, or those unable to further resist in combat. I suggest that the Klingons can distinguish the difference between a duel of honor and a military operation, and act accordingly.
