I downloaded this photos from a Trek uniform/prop website a few months ago but haven't had a chance to work with them until now.
Using the photos, I was able to draw this. My life is now complete.

Was this on TOS or DS9? I presume it's supposed to be from "Arena"[TOS1] given the context of the conversation but that design seems rather more intricate than their standard fare.

As far as I know, it appeared in two Season 1 TOS episodes: "Balance of Terror" (on Hanson, a commander of an asteroid outpost destroyed by the Romulans) and "Arena" (on a survivor of the Cestus III colony attack). It might have appeared on a background extra in episodes like "Court Martial" and "The Trouble with Tribbles," but that's just speculation.
The construction is, in fact, quite similar to the Command starburst and Defiant insignia. Instead of having a simple gold leatherette base (like the Enterprise and Antares insignia), all these insignia are constructed from multiple pieces of plastic and fabric.
