Is there any little toy that I can get that'll convert a PAL signal to an NTSC signal?

If you want a permanent conversion (ie, you've got some PAL videos and you want to create some NTSC ones) then you have two choices:

1/ a cheap little converter. The picture will be largely shite, but it should cost you around 50 quid (possibly less).

2/ A horrendously expensive convertor. Will cost a couple of hundred, possibly more.

If, on the other hand, you just want to watch PAL tapes, check your video. It's half likely to play them anyway.

If you're talking about DVD's, then I don't think there's a problem (possibly due to the digitalness of it or something), but then you need a DVD player than can play region 2. Or a multi-region hack. Which are easy.

If we're talking about getting PAL Playstation games, then you'd need to get your PSX chipped, to remove the region coding (and copy protection). Providing you've got a TV less than, say, 3 years old, it should be okay. Otherwise it might play the game in black and white, or show no picture at all.

I can't think of any other possibilites. The doohickies I mentioned might actually be more expensive. I'm just trying to remember what people who have converted from NTSC to PAL have told me.

Actually, what I'm wanting to do is convert an actual PAL output from that little toy I bought a while back (it converts a VGA signal into a PAL signal, but we didn't know that it was PAL at the time) into an output that my TV can understand. I got a refund on the box (and I got to keep it, too ), but I'd still like to get it working. Radio Shack quoted me $200 on a converter, and there ain't no way I'm gonna pay that much to use a $20 piece of equipment.

I was hoping it'd just be one of those little $10 deals. Oh well...

I think Liam summed it up quite nicely. Remember though, NTSC= Never The Same Color, especially when you record.
