The following site looks like a good effort to make it a bit safer (at least for on-line romancers):

I dunno if that's the name of the site or just it's slogan, but it looks like a very good resource for adults seeking an online relationship who don't want to get burned.

I don't know if there is an equivalent site for minors. While I was checking out the above site, I think I saw a link to one such site, but for the life of me I can't find it now. Sorry.
