Is Enterprise a better series than Voyager has been up until this point?
I think season-by-season Enterprise wins.
No opting out for other series - this is strickly Enterprise v Voyager.

I'm neutral about it, because still Enterprise has its shitty moments. And I suspect it won't last as long as Voyager. I don't recall how good Voyager's ratings were overall, but I'm sure it would have been cancelled at one point if it were not the network's original flagship show. Enterprise doesn't have that luxury, and it certainly doesn't do a good job at keeping my attention. I vote for Trek novels. :/

Yes, I'd have to be forced to agree that Enterprise is more entertaining than Voyager, and the writing is mildly better. Unfortunately, I feel that that reflects more poorly on Voyager, than favourably on Enterprise.
Enterprise as a whole seems to be taking the wrong risks. In trying to appeal to a wider audience, it doesn't seem to be succeeding. For every "edgy and current" scene, there are a dozen other shows that can do that better. At the same time, its not depicting particularly interesting science fiction.
Yes, on a point by point checklist its not worse than Voyager, or in some ways even TNG. But ST is not working in a vacuum, the TV landscape has changed whether people agree its for better or for worse. Doing the same thing that worked more than a decade ago won't work now.
Just as a thought experiment, imagine if TNG started its run now. I submit that it would not do well. I also submit that making it "edgier" by having Picard fight intergalactic terrorists or Riker giving Troi a massage in the decon chamber won't work either.
Honestly, I don't know what will "work". But I do know, this isn't it.

Kirk fought intergalactic terrorists, though. If we're using the modern definition of "terrorist" meaning "anyone who does anything not nice".

Well, I don't really remember the details of the episode. But I didn't think they did any real "terror". They just intended to take over.

They turned the crew into colourful cubes that I should be able to make a joke over, but can't. Something to do with gravy granuals, or something...
But, er, they killed one of them. So that was bad. And they killed that person with the intention of getting the people in charge to do what they want. Which is terrorism, really.
