Why did the DS9 writers create all the mystery surrounding the Breen and not resolve it? There was no secret Breen plot revealed, they didn't turn out to be Klingons, Section 31, or end up freezing the founders. Did the writers run out of time, or might they be saving the Breen for a later series or movie?

That would be my thought, they will need a bad guy if they ever do a movie or TV movie. But I haven't seen this yet, so I'm just speculating.
