In WYLB Admiral Ross quoted an earth-general of the 20th century, when the Dominion was signing the peace treaty. Which general did he quote?

It strikes me that it was MacArthur, but I don't know.

"Today the guns are silent. A great tragedy has ended. We have known the bitterness of defeat and the exultation of triumph, and from both we have learned there can be no turning back. We must go forward to preserve in peace what we've won in war."

I did a little research but couldn't find who said it.
