In the episode "Court Martial", there is the starship chart. This chart gives the registries of 10 Constitution Class starships. The Encyclopedia identified 8 of these ships. They are (from top of the chart to bottom of the chart):

NCC-1709 U.S.S. Lexington
NCC-1831 U.S.S. Intrepid
NCC-1703 U.S.S. Hood
NCC-1672 U.S.S. Exeter
NCC-1664 U.S.S. Excalibur
NCC-1697 U.S.S. Essex
NCC-1701 U.S.S. Enterprise
NCC-1718
NCC-1685
NCC-1700 U.S.S. Constitution

The exercise is to name the two unknown ships. The names must fit between Constitution and Enterprise.

Maybe Franz Joseph created the Kongo after "Court Martial" for his Starfleet TM.

Canonically speaking, it was on a list in ST6, I believe. Probably the Operation: Retrieve chart, though it may have just been a computer display. I don't remember.

Are you _sure_ that this list is of Constitution Class ships? Does it say so on the list? I thought this was just a list of ships (not nessicarily Constitution Class).

No, the Court Martial-list had only NCCs on it. Mike Okuda or Doug Drexler took the names of the TOS-Constitution-class-cruisers and gave them these NCCs.
