By "lower saucer" I mean the lower half of the uppermost saucer. The lowest disk is the mining facility.

And why would a Fed starbase even need a mining facility?
By "mining", do you mean a ginormous Bussard collector?

Why wouldn't a starbase need a mining facility? Materials for repairs, hydrogen slush for antimatter (from any planets below, the oceans.. or perhaps a nebula?), raw materials for future construction...

Once I get enough self motivation up, I'm going to figure out inverse kinematics and build me my extendable drydocks onto the station...I just get too caught up with spacewarps and mesh bombs.. >;]
