Resembles the flying ambulance from Firefly...but much more thought-out. Nicely done...thogh it needs some method of steering.

It employs a VSTOL. I know the pics don't really show how it works.
As for "what are they for?"...
... All I can say is it follows close to the Firefly 'verse.
