Based off your Alabama Class .gif mostly ^_^;

though could be red as a Ceremonial thing maybe?

Or Starfleet allowed cus her Captain was owed a favor or something

Possibly it's a Federation design given to the Klingons to bolster their military post STVI- the Romulans might have taken advantage of the Klingon's weakness and the uncertainty within the Empire of their brand new leader.
