From the topic name, you make it sound as if this was unusual. However, it is quite common for cabinet members to change from one Presidential term to the next. (Apparently, the work is quite stressful. )

The level of butt snorkeling in that letter is tremendous. Does working for the president really turn one into a eunuch?
Isn't it actually customary for all the cabinet members to resign at the end of the term giving the president the option to reappoint them or not without having to fire them? But then, most of my knowledge of the internal workings of the White House comes from watching "The West Wing".
