About the "safest" place north you could recreate that extensive infrastructure would be Baton Rouge, and I doubt they have the room or desire to do so. On top of that, you have a ton of oil refineries, storage tanks, and pipelines in New Orleans. Many are there because they can conveniently connect to the oil rigs out in the Gulf of Mexico.
