Question C The Nillavi have filed a protest regarding the placement of our starbase. [i]Hope[/i]'s captain, who is now in Nillavi space on diplomatic assignment, is instructed to reiterate to the Nillavi that the Federation has a strict hand's off policy with Nillavi space, and in addition, that the Federation would be pleased to open our starbase as a port of call providing resupply, repair, and shore leave facilities for Nillavi civilian and military vessels. Question D The Senec had contacted the Qorn prior to Senec entry in the Federation; however, as Federation members now, does the Prime Directive apply? I inquire of the senior legal officer in the sector to investigate the legality and potentially refer the matter to Federation civilian authorities, and will continue to investigate exactly what is being delivered – if, for example, it turns out to be weapons, potentially arming one nation-state over another, I will use force to end this trade. The ship which received the distress call is the [i]Gorkon[/i], and I am displeased that, as communicated to me, it appears the [i]Gorkon[/i] is awaiting orders from me before responding; fortunately, upon contacting the ship, I learn the vessel has, in accordance with interstellar law and Starfleet policy, responded to the distress call, has offered assistance, and, after this offer was made and accepted, provided limited medical and engineering assistance until another T'g'nar vessel was able to arrive on scene. While I don't believe the Nillavi are a danger, there are two options: the Nillavi are detonating advanced warheads outside of their space; or someone else is. While my first thought is to deploy sensor beacons near Nillavi space … given some of their recent concerns regarding placement of our starbase, they might view this as a provocation. I will order more beacons deployed along the Northern Border so that, when they enter the sector, I can now deploy USS [i]Arcturus[/i] to Senec. Question E Two Nillavi military vessels engage an Orion cargo vessel within System S543 and give chase (several crewmembers of one of the Nillavi ships are killed in the engagement). One of your starships is able to intercept the Orion ship in System J0205, where, after a brief engagement which results in two fatalities aboard your vessel, and several on the Orion ship, your crew finds components necessary to the mounting of advanced weapon systems on starships, however, they do not find the weapons themselves. The Orion crew refuses to divulge information on their mission, and the Nillavi refuse to discuss why they had two ships in S543. However, the Nillavi point out that Starfleet was unaware of Orion weapon smuggling in the sector leaving the action to them, and demand that both the Orion ship and crew be turned over to them for prosecution.
