Fighters would be useful for defending merchant convoys against attack, sort of like fighters on escort carriers hunting down u-boats. 3. Attacking surface and orbital targets. Fighters could be brought down to low orbit or even enter the atmosphere to attack surface targets. They could also attack targets in orbit.
