They're technically USN chartered ships operated by "contract" civilians. Perhaps StarFleet does something similar instead of just giving up or selling them. After all, Keiko was a civilian serving on board [i]Enterprise-D[/i] when Obrien met her, right? So there [b]is[/b] a precedence. [/QB][/QUOTE]
