If the tests go smoothly, one of the copies will be given more strenous tests (often including the plane's destruction as a materials breaking strain test). Excelsior could have been starfleet's completed ship for the Transwarp trials while a few spaceframes were nearing completion. It cold also explain why there was a Excelsior variant so shortly after the class' inception.
