There just wasn't enough warning time to switch over from that to get the stardrive ready. Assuming, the new replacement used one of the frames from the other six, the framework still had to be re-assembled. And Starfleet was still on a "peaceful" mindset, so they would not be pumping out ships like that had during wartime... they would be constructing ships to completion before launch, not to the point of initial space-worthiness and operational status.
