To me it makes perfect sense that an admiral would hold the postion of Starfleet Commander for a specific length of time--say, two years or something--and then be replaced by someone else. And Vonda McIntyre obviously agreed when she wrote the novelization of [i]Star Trek IV[/i]; there's a line in there where Cartwright says to Kirk, "you left him (Morrow) one hell of a mess to end his tenure."
