On another tack, there may (like in the Navy) be rank requirements--A quadrant commander billet like COMBETAQUAD may need to be 3-star (er, 3-pip) & above, because only vice admirals higher would be deemd to have the necessary experience. Sector commanders can be commodore & higher.
