But how that much exposition could be worked into the story is a big problem. The fact that Frodo didn't see armies massing doesn't worry me much. And he did see the ransacking of the Shire, in sufficient detail IMHO. It remains to be seen how the end of "Return" will be done - it's a bit anticlimatic the way it's written, but I hope it will be beefed up by some superfluous battle scenes or something, rather than by cutting out important bits...
