Even if Spock was the first Vulcan in the Federation Starfleet, does that mean no other Vulcan ever set foot on a ship that belonged to anything called "the Starfleet"? T'Pol isn't Starfleet. And the Starfleet in question isn't even the Federation Starfleet. I'm not seeing how this even comes close to violating continuity.
ENT may be contradicting a lot of things we've accepted about Trek history for a long time, but this isn't one of them.
