No idea what either of those movies are, but sounds like "Final Fantasy: The Spirits Within" might fit. I've always thought that was pretty cool.
Logan's Run - Post-holocaust world. People live in domed cities and are supposed to end their lives at age 30. Two people escape to the surface world. Based on a novel.
The Island - A man goes on the run after he discovers that he is actually a "harvested being", and is being kept along with others in a utopian facility.
On the Beach, Fail Safe& Dr. Strangelove - 1950s Nuclear Threat movies. On the Beach tells of a post-holocaust Australia and the lone US Destroyer still serving. Describes how everyone deals with their eventual fate. Strangelove is a classic black comedy about the accidental bombing of Russia. Fail Safe also deals with an accidental attack on the USSR.
Testament & The Day After - Nuclear War and the days immediately following.
On the Manga/Anime front check out Akira - A secret military project endangers Neo-Tokyo when it turns a biker gang member into a rampaging psionic psychopath that only two kids and a group of psionics can stop.

Thanks, I will check out the movies I haven't seen yet, and maybe rewatch some of the classics. I forgot to think about Anime though I have already seen and read Akira. Does anyone have any other anime suggestions?
By the way Chrono Trigger is a videogame, sorry, I should have made that more clear. There are a lot of good dying earth themes in the fantasy and scifi gaming world, especially final fantasy games and my personal favorite the Metroid Prime series.
The Time Machine - novel - is another good example that uses the dying earth motif although only briefly : I think it is in the part where the narrator travels much too far into the future. This novel though focuses on other motifs for the most part.
