where is it on the galaxy class? i have heard mention that it is on the bottom of the primary hull. is it the 4 large squarish lights that are directly in front of the registry number?

Well that's what the TNG tech manual says. It says it's actually the Saucuer's deflector dish during separated flight mode, but it can double as the secondary for the entire ship.
